Eavesdropping devices come in two flavors. There are the civilian type, which transmit continuously. These will bug a room effectively, but they continuously emit RF and are therefore easy to find.
Then there are the military type. These record a length of conversation (say a few hours), digitize it, then transmit a burst of digits in a very short time. These are harder to locate, since they only rarely emit RF.
Usually, if a military type is being used, there will be a couple of civilian types as well so that bug sweepers can say "aha - I found the bug!", but of course the room in question is still bugged.

I can use semaphore flags to communicate between naval ships without use of electronics, but it is still telecommunications, or communication-over-distance.
Some (American) Indians used smoke signals to communicate over distance. That’s another example of telecommunications without electronics.
Flashing lights, or mirrors reflecting the sun can also be used to communicate over distance without use of electronics.

There is no state owned Telephone companies in the UK. Sewrobb is correct, British Telecom was the only state owned telephone Company but was sold off to the private sector many years ago. BT is still the largest landline supplier in the UK but there are hundreds of landline and mobile phone suppliers in the UK.
