I know on the Gamecube version you do the hang and drop feature but this wasnt on the PS1 version.

The story won’t progress until you get the rope. you would have to go back down to get it and go all the way back up to the roof

   you get blown up by liqued snake in the hind D
   you need the rope to rappel down the comms tower while liqued shoots at you from the hind D
